In response to the rapid spread of the novel coronavirus pneumonia (abbreviated as COVID-19) in the Taiwan region, even the Kinmen area autonomously set up rapid test stations at the airport to prevent infected Taiwanese from entering (rapid test station was later arbitrarily demolished by the Command Center on grounds of illegality), and the whole country has entered a Level 3 alert state.
The Central Epidemic Command Center of the Ministry of Health and Welfare of the Republic of China has specially stipulated nine guidelines and five measures, allowing the public to follow the principles for simple home isolation under a Level 3 alert state, protecting themselves and others, including:
Nine Guidelines
- Wear a mask throughout when going out, otherwise a fine of NT$3,000 to NT$15,000 will be imposed according to law.
- Avoid unnecessary movement, activities, or gatherings.
- Stop gatherings of more than 5 people indoors and more than 10 people outdoors; violations can be fined NT$60,000 or more and up to NT$300,000.
- Self-monitor your health and seek medical attention if you have symptoms.
- Business premises and government agencies should implement crowd control, wear masks, and maintain social distancing.
- Workplaces and work locations should comply with the epidemic prevention regulations of the enterprise continuous operation guidelines, implement personal and workplace hygiene management, and activate enterprise continuous operation response measures, such as remote or distance work and flexible working hours.
- Dining establishments should comply with epidemic prevention measures such as real-name registration, social distancing, and partitions; if they cannot be implemented, takeout should be adopted.
- Weddings and funerals should implement real-name registration and social distancing and strengthen cleaning and disinfection.
- Strengthen cleaning and disinfection in public areas and public transportation.
Five Measures
- Wear a mask throughout when going out. Those not wearing masks will no longer be advised but directly fined.
- Strictly inspect leisure and entertainment venues that are not allowed to operate; violators will be strictly prosecuted.
- All dining is takeout, and crowd control at stores and supermarkets is strengthened. The public should go out less and buy more, completing purchases in one trip.
- No banquets for weddings, no public memorial services for funerals.
- All religious gathering activities are fully suspended, and religious venues are temporarily closed.
