To stimulate the market decline brought by the COVID-19 pandemic, the Executive Yuan of the Republic of China specially issued the Stimulus Quintuple Vouchers (abbreviated as consumption vouchers, stimulus vouchers, quintuple vouchers) and officially launched them at 9 a.m. today (the 22nd), offering diverse physical and digital binding services for the public to choose according to their own consumption habits, including credit cards, electronic tickets, mobile payments, and paper vouchers (pre-orders open on September 25).

Quintuple Voucher Binding Experience

The application binding process is much simpler than last year. Just log in to the Executive Yuan’s specially established official website. Select one by one according to the channel you want to bind, and fill in the necessary personal information according to the system prompts to complete the binding process.

⚠️ Note that once bound, the binding method cannot be changed. Please consider carefully before making your final choice!

This is probably because the government is afraid that last year’s incident — where everyone found the Triple Vouchers’ paper version more useful and all rushed to change to physical paper vouchers — would repeat itself.

In the author’s personal opinion, if you didn’t grab the spot for the biggest discount of binding Taiwan Pay to Chunghwa Post, then it’s actually best to get paper vouchers. Matching with physical store discounts is the simplest and most practical, and it can truly directly help the more disadvantaged small-scale operators, so that this money won’t end up only flowing to conglomerates.

Actually, since the government inexplicably resists giving cash to the public, paper vouchers are currently the most useful. Other digital binding methods and usage are too cumbersome (people’s time cost is treated as a politician’s free bargaining chip), and how stores cooperate will also be a problem. Do you really think those old grocery stores and food stalls and other small businesses can fully understand that pile of wonderfully numerous electronic payments?

The second choice is mobile payment (such as Jiekou Payment, LinePay). If you rarely use mobile payments normally, then the third choice is binding a credit card.

A reminder to everyone: currently the number of people applying for LinePay is relatively large, and the server-side system equipment has temporarily stopped service. You can try again later. As for credit card binding, since it is distributed across various banks’ operations, there are relatively fewer failure issues (as for whether Chunghwa Post’s absurd fake OTP verification flaw raises questions of unfair competition, let’s just pretend not to see it).

However, since Taiwan Pay has relatively few partner stores (even convenience stores only have OK), and the author personally doesn’t know where to spend it, I won’t particularly consider it.
