As outbound international travel booms post-pandemic, shopping at overseas pharmacies and cosmetic megastores has become a central highlight of traveling abroad. For Taiwanese travelers visiting destinations like Japan and South Korea, purchasing popular personal care and healthcare items—such as condoms, tampons, liquid bandages, and daily disposable contact lenses—is often at the top of the souvenir list.
However, many of these seemingly routine pharmacy purchases are classified as regulated medical devices under Taiwan’s border controls. Exceeding personal import allowances can lead to customs confiscation, administrative fines, or lengthy clearance delays.
According to regulations established by the Taiwan Food and Drug Administration (TFDA) under the Regulations Governing the Special Approval of Specific Medical Devices for Manufacturing and Import (Article 6, Paragraph 4, Subparagraph 1), inbound passengers entering Taiwan, Penghu, Kinmen, and Matsu are granted expedited, declaration-free clearance for designated medical supplies strictly within the following personal-use quantity thresholds:
- Adhesive Bandages (Band-Aids): Up to 60 pieces/strips.
- Liquid Bandages: Up to 4 tubes/bottles/cans.
- Medical Cotton Swabs: Up to 200 pieces.
- Condoms: Up to 60 pieces.
- Tampons: Up to 120 pieces.
- Daily Disposable Contact Lenses: Up to 60 pieces (restricted to a single brand and a maximum of 2 different optical powers per traveler).
- Corrective Eyeglasses / Lenses: Up to 1 pair.
- Medical Masks: Up to 250 pieces.
These thresholds are calibrated specifically for reasonable personal use. Items adhering strictly to these quantity limits qualify for convenient, expedited customs clearance without requiring prior import permits or specialized medical approvals.
Please note that customs policies and quantity ceilings are subject to regulatory updates. Before your trip, it is advisable to check the latest guidance on the official portals of Taiwan Customs or the TFDA.
Stocking up on high-quality health essentials during your overseas travels is a great way to meet personal care needs, but staying fully compliant with customs thresholds ensures a smooth, penalty-free return home.
